Abstract

The ongoing revision of the National Curriculum Framework for primary education is based on the formulation of learning outcomes. However, these formulations are problematic in many respects: the very concept of a learning outcome is not clearly defined, individual formulations are inconsistent and insufficiently specific, and in many cases they are not measurable. This situation entails a number of risks — above all, there is a danger that work with learning outcomes will remain merely formal, and many of the intended goals of the revision will thus not be achieved.
